Frequently Asked Questions

What is CID and the 50% Surcharge?

CID (Customs Import Duty) is the base tax of 20% on CIF value. The 50% Surcharge is an additional 10% levy applied to the CID amount, effectively making the total customs duty 30% of CIF value.

How is Excise Duty calculated?

Excise Duty varies by vehicle type, fuel type, engine capacity (CC) or motor capacity (kW), and age. Rates are fixed per CC/kW and differ significantly between petrol, diesel, hybrid, and electric vehicles.

What are the Luxury Tax thresholds for 2025?

Luxury Tax applies when CIF value exceeds: LKR 5 million (Petrol/Diesel), LKR 5.5 million (Hybrid), or LKR 6 million (Electric/e-SMART). Tax rates range from 60% to 120% on the excess amount.

Is VAT included in the calculation?

Yes, VAT at 18% is calculated on the total of CIF + Total CID + Excise Duty. Luxury Tax is not included in the VAT base.

Can I finance the entire landed cost of the vehicle?

No. Under current Central Bank regulations, vehicle financing is available with a maximum loan-to-value ratio of 50% for imported vehicles. This means you need at least 50% down payment, and banks can finance up to 50% of the vehicle's landed cost. Loan terms and interest rates vary by institution, so consult your bank for specific terms and eligibility criteria.

What documents do I need for vehicle import?

Essential documents include: Passport-size photographs, NIC copy, utility bill proof (CEB/LECO), VAT or Temporary VAT certificate, original purchase invoice, TIN certificate, recent bank statement, Bill of Lading, GS Form 01, insurance certificate, export certificate from origin country, and foreign exchange documents. Additional documents may be required based on vehicle specifications and customs requirements.

Are the calculations legally binding?

No, these are estimates only. Final tax liability depends on customs valuation, classification, and current regulations. Always consult a licensed Customs House Agent (CHA) for official calculations.
